Rail Conversion

I have noticed that the Blitzkrieg rule has been changed, at least that is what it looks like. Anyway I have not really changed my strategies between versions of WIR, however I find myself "outrunning" my rail conversion quite a lot and find myself 40km from Kharkov with my rail converted almost to Kiev, mid August. I have kept my rails clear and have suffered no partisan interdictions.
1) Is this effect of slower rail conversion contributed to the Blitzkreig change?
2) Are there any tricks other people do to accelerate conversion?
3) I can not see how someone can get to Smolensk by July 15, 1941 and have anything but supply 1 on the outskirts. I got Smolensk surrounded some where around August 10, but every unit had a supply less than or equal to 1.
Am I missing something about conversion? I keep the lines open, have security troops deployed on rail line. Historically this was a serious problem of "outrunning" your supplies. Any suggestions would be greatly appreciated.
