Well I upgraded the Lex right away but the Saratoga(?) is still in PH for a 3/42 upgrade for nearly a week and no upgrade. Did they run out of parts or is this just a labor strike?
Seriously though, just dock her and she upgrades right?

Not quite.  There has to a Repair Shipyard present (which Pearl has), their system damage has to be low enough and they must be Disbanded, not just Docked.  From my tracking SYS must be at or less than 225/Durability +/- 1 point.  So the Saratoga's SYS must be about 3 or less.
 
Oh, and you have to have refits allowed in the ship's detail screen.

Sydney and Melbourne both have Repair Shipyards.

Ship upgrades can take place in any port with a repair shipyard and system damage below 5 points, any Allied ship can upgrade in any allied port if the previous 2 conditions are met starting the 2nd day of the month after the upgrade is available.

Not 5 SYS, Pry.  The threshold is 225/Durability.
