Question on slopes & movement

In the manual it says that slopes over 30 degs will block the movement of motorised units unless there is a road present - is this still the case? In Elasson Rearguard my Kiwis guarding the central pass were crushed when the entire German force went through the middle. I did a few checks and the slope value doesn't seem to make any difference, for example in Tanks at Platamon I ran the entire German force across the middle of Castle Ridge between Platamon and Pantaleemon. The broken ground slowed the motorised units down but they were quite happy to traverse slopes well over 30 degs.
