Red Thunder scenario slightly buggy

I noticed a couple minor problems with the "Red Thunder" scenario.
One is that two Netherlands units scheduled to enter as reinforcements never do. And I think I know why: they are said to enter at 7,25. 7,25 is a super river hex NE of Amsterdam, and apparantly (those?) units can't enter the game in a super river. I make this assumption based on the fact that there was a West German unit having the exact same problem...scheduled to enter at Kiel, and like those Dutch units could not enter and kept getting "bumped" a turn back on the reinforcement list. Kiel was a super river hex with it's bridge blown for most of the time. Once I finally got around to repairing said bridge, voila! unit decided to show up.
I wonder if I put a Major Ferry unit in 7,25, will that allow them to come on? Hmmm...
The second problem is that I don't think the events for causing countries to waver upon taking their capital are firing. I've occupied all of Berlin and Prague now as NATO for several turns, and it's turn 35, and I've seen no wavering events.
