If you get a good hit at the russians at week 1 and at the same time transfer the divisions of the 8th italian army to Rommel this will cause the africa corps to collapse.

Try it. Bad influence this italians have on morale huh?

According the manual p.74, 500 can be added to Allied strength if leader fails check.
There are 1796:1500 odds in the begining of 1941 campaign, so there is a certain chance of Italian frons surrender. But it is very small. Transfer more troops there and no such problem will occure.

In addition to Mist's statement, the game does not distinguish between German infantry and infantry from Italy/Minor Allies. Infantry/Arty/AT/AFV are counted the same, but there is a separate rule about the presence of armor divisions, where the German panzer divisions do count double versus Italian armor divisions. A similar rule applies for the Western Front, where a minimum presence of SS PZ/PG Divisions is required.
