Minor powers are given ~150 turns to return to the game, which in effect means that you're right, they are permanently removed from the game. You can see this by renaming your save game to scena or whatever and loading the "scenario" into wir's builtin editor, on the "Division Reinforcements" list minor powers shattered units are at the end.
It seems illogical that they would not show up again...the romanians/hungarians in army group south and the Finns in the Finn HQ but I can't recall them ever showing up again.
Because the game integrates infantry replacements of all types on the Axis side, its difficult to imagine them not coming back, but the truth was minor powers excepting maybe Finland just didn't have the population big enough to keep all their units at full strength. This isn't the only game
I've seen where military forces of a minor power don't return after being destroyed.
There is also a much more practical reason for allowing this, even if you're right, and they should all return. Replacements going to weak, useless, or nearly useless minor power divisions aren't going to places where they'd do more good, mainly in German Panzer and Infantry units. I'd much rather see minor allied units leave the game permanently as that means more replacements are going to units where they are more needed.
Come to think of it don't the Italians vanish as well, which is also nonsensical
Italy is treated the same way, but there are two additional items that relate to Italy. First, Italian units along with the Germans in the Italian Front surrender on the first shatter event of that Front, to represent the surrender of Axis forces in Afrika. Secondly all remaining Italian units in the game surrender when the Italian Front shatters again at the point when Allied forces get on the Italian mainland and the event message says Italy surrenders. These two event are unrelated to the issue of return of shattered minor ally units.
...actually the germans sucessfuly extracted the bulk of their troops from N.Afrika just leaving the equipment behind.
I wouldn't call leaving behind 275,000 men, a "successful" evacuation. If Britian had left that many on the beaches of Dunkirk, it would have been a disaster.
If these units are gone for good is this something Arnaud could change in time for the next patch?
You could maybe convince RickyB about this and he'll pass it on, but I don't believe this should be changed. There's no important reason to do so; it's not a bug in the normal sense, and I'd much rather Arnaud keep working on the real bugs we already know about, rather than on "issues" like this one.
