Port Size and Ships in Harbor - Repair Effect

Can anyone tell me what effect the number of ships in harbor has on the ability of ports to fix SYS damage?

Noumea and Brisbane are Lvl 9 ports. Brisbane has a couple of subs w/10-14 SYS damage in them awaiting refit. Noumea has 60+ ships in harbor w/about 30 of them having SYS damage 10-15.

My question is, does the number of ships in port effect the speed that SYS damage is fixed? If so, is it a good idea to split the TFs between Brisbane and Noumea for more rapid SYS damage repair. The subs in Brisbane seem to take FOREVER to fix to below 10. Ships at Noumea appear to repair at about the same rate despite the more massive numbers stationed there.

Mike,

I thought I read that the South Pacific HQ (ie Naval HQ) assists in repair (similar to how the 5th AF Hq improves aircraft repair).

System damage repair drives me nuts.

That's what I thought too and would explain why Noumea is a better port for SYS damage recovery than Brisbane. I wonder if 5th and 7th Fleet HQs also improve or are more 'operational' HQs - whatever that means.

It would be nice to have an expanded explanation of what INF/AF/NAV HQs actually do besides provide Support. Sounds like a new thread to me....
