Russian comp attacking into the Balkans.

Hello all.
I always had this problem when playing the 1944 campaign or even being pushed back into the Balkans by the Russian computer. When the computer as the Russians reaches this point they just stop and make no major movements into the Balkans.
I made some alterations to the rail lines in the area. I tried to be as historical as possible but some areas are wrong for sure. I then started up a 1941 scenario and made no movements and when winter came on the Russians just steamroll into the Balkans taking Bucharest and heading for Budapest and Sofia. They still made attacks in the north but seemed to keep pushing in the south where my forces were the weakest.
Is adding these new railways cheating if it actually caused the computer to attack in the south? Also noticed that pretty much all my minor allies in the south shattered whenever attacked to.
Suprisingly my Itallian units fought well and each unit had experience in the high 80's by the time I was done.
