Is there any way to turn off the cycle units feature? Its really annoying when you tell a unit to dig in and jump to a formation halfway across the map...
Also, can the oob and unit Open/Save functions be changed to .csv format?

Don't use the Hot Key command in this case. Right-click on the unit and choose to dig-in, instead.

The OOB function may be changed to XML or csv eventually.
The Open/Save will probably stay as binary for the foreseable future. There's not a real advantage in converting it to text, and a lot of effort involved.

The unit open/save is not such a big deal, especially if the OOB can be exported to csv, modified, then imported. Maybe take a look at how Mad Minute Games did Take Command 2. That game also has an event list and OOB per scenario.
I prefer to use hot keys over mouse strokes. Even if it just cycled thru the units in the formation...
Either way, how hard can it be to give us an option to turn it off? Assuming you know where it is in the code.
