I am new to this game and have had quite a lot of fun so far. I played axis and allies until I discovered WAW while searching for something new online. I would like to try my hand at a couple of PBEM games. Is this ladder still active and if so, can I join?

Aye, the ladder is active. I have just been slow at updating it lately.
 
To join you simply find an opponent that wants to play a laddered game (can be someone already on the ladder or someone new) and both post your game in the New Games thread.
