I seem to have plenty of AKs and APs but when I try to load them with troops in San Diego, LA, Mare Island or Australia I get no listing of available ground units for loading. Why is this? How can I get West coast infantry to Pearl Harbor and beyond?

most HQ's are restricted so if a unit is attached to it you may not load it. you have to change it's HQ to an unrestricted one to load it. for example the HQ in Hawaii is unrestricted, and there is 1 more usa one (see anchorage alaska to find it's name - i forget!) the rest are restricted.

Main American unrestricted HQs are IX Corps Hawaii, South Pacific, and Southwest Pacific. Since HQs need to be close to units they supervise, decide how do you plan to attack and group HQs and their units accordingly.
