Does anyone know whether or not replacement cities (Kiev, Odessa, Smolensk, etc..) still contribute their 5%-10% replacements to the pool if surrounded and cut off? If not, what happens to the replacements? If so, what, save from capturing the hex, can one do to stop it contributing to the replacement pool? Thanks.

As far as I'm aware the cities contribute their replacement percentage or not according to events and whether they fire or not. So I'm afraid that there's just no way around getting the events to fire....you just have to have posession of the hex(es), and that means you gotta own the city to stop the replacements from that city.

Yes, it really only depends on getting control of the town. Obvious it could be argued that a surrounded city shouldn't contribute it's production to the force pool, but to design the events to take such an instance into consideration would be very tricky.

Then again it usually is just a matter of few turns before the towns fall, once they have been cut off. Maybe with the exception of Leningrad, Odessa and Sevastopol, who all have their own supply source.
