Atomic bomb

As there is a scenario where Patton's wish is granted, is there also a specific rule for building atomic bombs? The US manage to get 2 against Japan so as a war against Russia could take years they would surely drop a few on Russia if needed.

One you have A-bomb capability in the game, your Heavy Bombers have a chance of taking out population if you attack a factory (not to mention they usually smoke the factory).

Ok the impact seems good enough.
But does that mean that every attack from Heavy Bombers are Atomic one once they have the capability?
I can imagine the US having a lot of heavy bombers so isn't there a risk to weaken the population of Russia so much that his reinforcement capabilities would shrink over what's sustainable?
I guess once the Pop is out you can't have it back by any means.

Yes, they all do, but they have to score a double hit on the factory to cause the loss of population. Yes, if the bombers get through, Russian reinforcements do decline.

You don't fear there can be an unbalance there as US can reach Russia most probably but Russia without a fleet to match the US navy won't be able to reach the US mainland.
This rule can push the US to concentrate on the navy to keep Russia at bay and on heavy bombers to cripple Russian population and capacity to build troops then mop them slowly afterwards?
I know it's a choice you can avoid in a game but just wondering if it wouldn't be better to limit the destruction of pop to zone with more than 1 pop? not very realistic to think you can deplete a region from all it's pop anyway. This way you can imagine getting rid of the big cities like Moscow while the countryside is still there to provide troops.

If played correctly, the Russians have a very good opportunity to push the WAllied airbases far enough away from their population centers by using their better postioned and numerically superior ground forces.
