Ship Release

I am playing a long campaign game, and most of the carriers at both sides are sunk or damaged in the first few battles. I find my carriers hardly released again after they are repaired in Japan (I have set the ship commitment to 200%), what can I do to make the carriers released again? Or I should let them stay in Truk for repairing instead?

Send all ships back you don't need increasing the chance of a ship release. AFAIK a carrier needs some capital ships to escort as well as several destroyers. 2 CA, 2 CL and 4-8 DD should be available to escort a carrier from Japan to Truk.

IJN commitment levels also drop over time.

Playin´UV as IJN. What is an average repair rate for damaged ships in a size 9 port like Truk?
Another question, how to re-equip thinned-out CV air groups? When playing the USN side, I just need to take the carrier TF near Noumea and uuuopps - all air groups are on full strenght again...
