I cant seem to load dutch troops, It dos'nt seem to matter how many APs or AKs I got.

And you can't load Dutch troops because ABDA is a restricted command; you'll need to pay Political Points to transfer them to another one (probably either Southeast Asia or SoWePac)...

Dos that mean I cant use them at all, only to defend where they are, with what i got. The only troops I seem to be able to move around are uk or usa .   The Date of my game is 12/20/41 , Iv'e got Japs landing in Kuching, Borneo. The bottom of The Phillipiens. Rabaul, Bismamarck Arch, Near NewGuinea. and North Malaya: but not anough US or UK troops to defend

Correct. They're stuck, except where they can move on foot.
