Is Russia still frozen?

As there is politics now, is Russia still frozen or can she attack Turkey for example? It would be bad for the War Entry of USA but still this would be a political/player choice.

Russia is frozen at game start. The Russian player can still move a single unit strategically within its borders each turn and attempt trade agreements with its neigbours though.

For us simpletons, Tim is saying that Turkey can be made to align with Russia and give her all its´ resources each turn. If this happens, Germany will no longer be able to trace a rail/TRS path through balanced or axis-leaning nations to places like Persia for Trade agreements. Obviously, a German capture of Syria or somesuch would negate that. Side note in case it hasn´t been mentioned before: Iraq has a 5% chance of couping (unless occuppied by an Allied unit) each turn and if it does so, becomes German with a MIL and 5 supplies. This happens pretty frequently (1 in 20 chance each turn over the course of the game adds up!) and can be a real Axis boon if Germany is pursuing a Med Strategy, no Infrastructure to repair!
