I did some research and found that the squad overflow only affects Soviets and only if the replacement level is set to higher than 85.
If it is 100, any division that has 196-222 squads and gets replacements, rolls over to 0-26, since they get 60 new squads. If it has 223 or more squads, it never gets replacements and does not roll over. And at 85, 85% of 223 is less than 196 so no squads are added.
Apparently Germans don't get replacements if they have over 195 squads and therefor don't overflow.
There doesn't seem to be a set ToE to reach, only a limit below which a unit gains a set number of replacements. But I guess this might be realistic.
F.ex. the NKVD divisions start with 162 squads and after one replacement are at 222, so they always roll over if at 100 replacement level. And obviously many units take losses that place them at bad numbers and the computer uses affected levels, playing against Soviet computer is a big mess. <img src="frown.gif" border="0">
