I was of the opinion that some of the AARs are using that version. Or maybe it was 1.801? Anyone?

1.802 is in beta at the moment, and it's not a public one. We'll just have to wait until it's done.

A question:
if I want to start a game in 1.802 when it comes out, and want to start work on my opening turn as Jap in a lightly modified Scen15 in v1.801, will the changes I made to the scenario stay when I upgrade to 1.802?

I would say yes. Only one item in the updates might affect the scenario files:

Fix 31 - Correct Motorized Support used as engineering vehicle

Previously, the Motorized Support device was included with engineering vehicles for purposes of construction. This has been corrected in 1.8.0.2 - motorized support is now support.

If there are no database changes, then it's not a problem to get started early. 
 
A database change would be activating Japanese radar.  Or changing the maneuver rating of a plane or the arrival date of a ship.  When a scenario is STARTED, the db for that scenario is set.  DB changes in fixes after a scenario has begun will NOT take effect.
 
A code change is altering the ASW routine so that only 6 ships will attack.
 
If v1.802 is all code changes, you can get started before the patch is realeased.  Make your moves.  Save your turn without ending.  Then when v1.802 is released, you'd load up your game, and save under v1.802.

It sounds as if v1.802 is overwhelmingly code changes, presumably mostly to eradicte pesky insects (other than what seems to me a fairly trivial change of motorized support into just plain support).

So I guess a big question would be: WILL ANY FUTURE OFFICIAL PATCH FIX THE DATA BASE ERRORS IN THE "OFFICIAL" GAME?

Actually this is the bug that makes the British tank Units Uber-Engineers.
