Air attack number

When you start Barbarossa you get a fluctating number of aircrafts that actualy do attack.
Offcourse there could be a number of bombers not finding their way to the target.
If I try the same bomber several times there will bee a different number off reaching bombers over target each time.
What is the formula, if there is any??
