I have never been able to achieve a cease fire or to offer a limited surrender. What about you guys?

Are they even working?

It also annoys me to to the point of breaking the game that you're not able to negotiate peace.

The AI has a range of valuation in which it will accept either cease fires or limited surrenders.  When the values are outside of the proper range, it will never accept either a cease fire or limited surrender no matter how many attempts to offer them are made.
