House rules questioned.

Having read the thread about historic house rules I started to question the way that I play, and whether or not certain things could have happened. I do not aim to cheat or exploit the game, so if any of my actions that I do are considered as such, I would stop.
1. Sending troops from Hungary to the Western front. I do this often times, it is a good place for them in my opinion. Did it happen? No. Could it happen? I think so. Why? Hungary joined the Tripartite pact in November 1940. Hungary declared war on the USA on December 13th of 1941. This shows that Hungary was willing to go along with Germany. If they would do this, then I think it reasonable that they would help defend Western Europe if pressured to by Germany.
2. Italian forces to the Western Front. A similar situation as above. Italy was in history charged with defending Greece (though it was the Germans who actually conquered it). So I find it reasonable that a part of France could be charged to Italy also. Italy had fought the French in 1940, and I think she would help defend this conquered land if called upon. German influence got stronger and stronger in Italy and after the debacle in the Balkans I feel Italy was going to do as Germany instructed for the most part.
3. A Panzer Corps must contain a panzer division. This got thought up no doubt because some players were making a panzer corps full of infantry divisions and then having them plot 5 times (which is clearly wrong). I have no problem with this rule, but If I have a panzer corps with calvary divisions, tank battalions and any other assortment of mech divisions I should still be allowed to form a panzer corps without a Panzer division within it (and keep the 5 movement option). Also as long as I keep my movements within historical norms I should be able to make a Panzer corps with anything I want inside. This is a way to confuse and or hide your divisions from your opponent.
