Victory in the west

Hmmmmmmmm when I were transfering some air units in/out of the western theater I noticed that I won the war in the West????? there is 0 combat factors in it.
WHY???

There is 0 allied combat value.

apparently it took place during autumn-winter'41

My mistake, forgot about the bad weather in late '41 making it zero.

I had the hope to leave a few divisions in the west and reinforce North Africa and Russian fronts, snivvvvvell.
