Grr!!, Discovered More Hardcoded Behavior!

Hello all.
An annoying thing that has come to light testing my custom OBWIR. ALL HQ's BEHAVIOR IS HARDCODED!
that's right, the A.I. is hardcoded with respect to what it does with it's HQ's.
While I have not noticed any appreciable effect on the actual performance put up by the A.I. It does mean that you have to put up with the A.I. using the innapropriate HQ in the wrong place.
eg The axis A.I. will now use the 17th Army as the A.G. north HQ,(as ths hq now occupies the formet A.G.N slot) while regulating the actual A.G. north HQ to use as a training airfield (this is now in the 2nd Army slot), another example, the Soviet A.I. will deploy the N.Caucasus Front HQ up near Leningrad as it thinks it is the Kallin front HQ.
I find this annoying, as it means I now must decide on either having the A.I. deploy the H.Q's properly,(and the conscequent jumbled ordering of the HQ's) or do I have the HQ's aranged in some sort of logical order, and forego having the A.I. using the historically correct HQ's!
What do you people think?

If your obwir is really meant for use by humans, do what you consider is logical. If you're making this obwir as a general drop-in replacement for the current one, you have to live with the hardwired stuff, and do things the way the AI expects.

Dont worry about AI ( anyway I think it is an abuse to call this thing AI ), just do it as good as possible for human vs human.
