Am I missing something - or is it the aircraft?

Picture for a moment a relatively new player.
Maybe it's his first time playing - but then again maybe it isn't.
Still he's the sort who doesn't rock the boat, so to speak, so he's working through the tutorials anyway.
Tutorial one, interesting but no problems.
Tutorials two and three, work as advertised - no problems here - surf's definitely up and our boy's riding a wave.
Tutorial four? Well this is getting interesting, Our boy thinks he might be good at this - Like a duck to water.
Tutorial five- the duck is a natural, It's all beginning to flow like the sea water into gaping holes in his enemies' hulls. That sinking feeling is purely for the virtual bad guys.
And then - Tutorial six. Air Operations. If he had any sails, virtual or otherwise, the wind has surely been sucked right out of them. Readying aircraft. I'm not even positive one can construct a verb from the word "Ready" let alone a gerund.
Still, our would-be admiral of the fleet is trying to roust the birds but the loadouts are all showing zero. He can't ready aircraft if there are zero loadouts available. Surely after his lofty success in the first five tutorials, our admiral should return to terra firma with a bump if he could ever get off it in the first place.
Why are the loadouts showing zero availability for all the ground-based planes? We can't fly into harms way unless we pack the right bags - and there's nothing to pack with.
Our man's in the Twilight Zone - and he could use your help.
