Rebasing navy after loosing a region control.

Not only is it already bad to loose a whole region in WAW sometimes so easily but I noticed that the Fleets (Heavy, Light & Transport) will rebase at moving distance if you loose control of a region. But not the Subs, those are lost right away. Is it normal to have made such a difference?
At the beginning I would have expect at least some opportunity fire when this rebasing happens but nothing. The whole fleet is just skipping away whithout any problem. This rebase seems to even happen through straights that are covered with artillery. They don't seems even to need supply to do that move.
I can understand you don't do an opportunity fire as per normal rules or the whole lot would be slaughtered or that you don't provoke a fleet battle but maybe something like a 20% chance of opportunity fire by 1 unit at random should be done? or a 5% per unit to do opportunity fire? or 5% times the number of planes + 10% if at least an Heavy fleet? anything...
I find it quite frustrating to invade Hawai in 1943 with 5 carriers and a whole fleet in support to see the US navy moving back to the west coast unhindered. Realistically those would be scutled, destroyed or captured with maybe a few escaping like the fast ships but the one I would expect to escape almost all the time... the subs.

That subs do not rebase in the situation you describe is a bug which has been fixed in AWD.
That surface ships rebase unhindered is a deliberate design decision as it was otherwise to easy to force the scutling of enemy navies. As you say a middle ground could have been used instead - why that wasnt so I do not know. I dont see it as a major issue personally though.

Well it's not a major issue but it means that you can put your fleets anywhere and as long as they can reach another port at moving distance they will never suffer a result from loosing the region they are in. I agree that in case of England you should have your fleets in more than 1 port as it is now and to be able to reach a fleet to prevent it escaping with groung troops is not easy. So in that case agreed not quite an issue.
Now in the case of Hawai for example, it's an Island and a surprise attack by the Jap there would see all the fleet being trapped with no choice but to fight her way out and suffer heavy casualties especially with no carrier in support. There I think is an issue (not major) if we seek some reality. If a reasonable middle way could be found there it would be nice.
