Questions re Economy/Nation Stats

The expanded manual has been very helpful in increasing my understanding of the game however I remain confused about the following:
1. What does the Developments row in the National Production Adjustment Table represent? Testing it out for Russia from 1792 the stats haven't changed for the first few years from when the report appeared in turn 2. For example, food shows a figure of 30 in the row, but this appears totally unrelated to the stats for annual food income plus stockpile minus food used which balances elsewhere in the economy report each year. Nor does it seem related to the actual developments undertaken, which were limited to two as a test for the years examined, neither of which cost food. One was barracks the other was a bank - the latter having no impact on the deveopment row money figure of 7.
2. Draft Size; The manual suggests that this times Draft Strength relates to Draft Training, if so how as multiplying the two together is not giving me the Draft Training figure. I am curious about the latter too, in the Russian example above it starts at 4 and if you decrease it (I know one normally increases it) you get a minus figure.
Clarification would be greatly appreciated.
PS Is there any way of identifying whether the maximum population level in a province has been increased and if so how many times? This is particularly important given the great jump in food costs (arising from the 2nd and 3rd changes in road level) for further increases in the maximum population level, and whilst one can keep a written note if necessary, of one's own provinces how do you know the situation of conquered provinces.
