Also had this problem with prior versions of the game.
It seems that stop in loading is happening when you have AKs and TKs in same TF, click on load oil(or resources) and you get to the point there's no more oil/resources to load. Your ships in TF will stop loading even if they load oil which is in base (if it's resources that are all loaded or vice versa). My soution is to break AKs and TKs in separate fleets, put same home and destination port (port from where loading is taking place) and put Don't unload.

Not in my case. It is not 100% (fortunately), but usually with a single TK in TF, it loads oil for one turn then leaves with up to 90,000 oil still left in port. Have not had it happen with supplies or troops.

Current workaround
1. Take multiple TK and divide into single TK task forces
2. Look one turn later; send all that TF that bailed out back into port. IF at least one TF continued loading, you are blessed.
3. Combine all TK into the single TF that is loading
4. NEVER let it stop. As individual TK fill up, detach them into new TF and send them on their way. Bring empty TK into port and add them to eternally loading TF

Pain, but it works for major oil ports. In the future I will switch to boba's workaround because it is simpler to use.

I'm not precise about boba's technique, but it would seem the easiest thing to do would be to build the TF as you want, then when that TF reaches port to split them. Then when both are full re-combine them. Having them together will help make escorting easier, and normally you would have to let the TF wait on the slower loaders and wouldn't split them for that reason anyway if this were not happening.
