Redoing the map isn't an option for the expansion pack. I wouldn't rule it out for a COG 2.0, but the map is unlikely to change radically before then.

A late (or maybe early) request for consideration:
I have played the Russians many, many times, and have defended her against French assaults and (when I was way ahead) mass coalition assaults.
An argument for historicity here - why not either:
1) Halve (or even 1/3) the National morale loss when Moscow is besieged or occupied, or
2) Make the enemy have to siege and/or occupy both Moscow and St. Petersburg before the National morale loss kicks in?
Option 2 is the superior choice, but either would help.
It's too easy, in my humble opinion, to get to, and siege, Moscow by invading armies. just doesn't have the historically difficult "feel" in terms of distance and logistics.
And since the Russians DID lose Moscow historically, without surrendering, seems reasonable to reflect that fact. Russia should be a tougher nut to crack.
Edit: Option 1 is actually better, so that the Russians can't just ignore one or the other cities.
