Faced with the consequences of Germany perfidity, Stalin suffers a crisis of confidence; virtually no word is heard from the Kremlin. In the absence of any direction from the top, local generals take the initiative and order troops to fall back from Kharkhov and Sevastopol, along with whatever production they can salvage. Leningrad is fortified somewhat, but not too much. Germany can take her if she tries, but this will buy Mother Russia some precious months. Throughout USSR, milita are conscripted to provide fodder for the more experienced troops. The Russian navy damages a light fleet and severs supply lines to Sweden and Finland for the time being. In the only other offensive move, a squadron of tactical bombers is damaged in Eastern Poland. (my glee was lessened somewhat when I remembered we are playing 1.02 - strat bombers can still create CAM)

Strategic observation - RJH has concentrated armour in Belarus. This allows him to support major offensives against Kharkov and Leningrad, while also threatening Moscow, Rostov, Stalingrad and Grozny. Ugh.
