12 Bettys caused 1 runway hit at Johnston Island.
9 Ki-48s with biological bombs caused 67 casualties to the ROC 25th Field Army.
They returned with 16 Ki-47 Army Kates - and caused 131 casualties and 4 guns lost to the same unit.
10 Ki-48s caused 8 casualties to the Shansi 15th Field Army.
35 Ki-51s caused 11 casualties and 1 gun lost to the Hong Kong Fortress unit. 1 destroyed, 2 damaged Ki-51s.

The San Butai (Three Force = CVE Force) turned up in the Celebes Sea East of Tarakan. It sent 22 Kates covered by 7 Me-109s at Force N - putting a 250 kg bomb into CL Danae and 2 more into DM Isaac Sweers - missing 3 other warships. This force was retiring from the night action off NE Borneo.
14 more Kates followed up - possibly stragglers from the same group - and missed 3 cruisers entirely. The CVE force has new and poorly trained groups, and they mostly don't use torpedoes.

Japanese ground bombardment at Kaifeng caused 1 Chinese casualty.
The Japanese did better on paper at Yangku - driving 12 000 Chinese out of the city. But it took 212 000 Japanese to
get 32:1 odds. 324 Japanese casualties, 6 guns lost. 718 Chinese casualties, 45 guns lost. This is acceptable to me -
China replaces losses inexpensively - and so we will go right back in and make em expend supplies once again - also tieing up all those troops. Other units already are en route into the city - and these will turn around and follow them.
Undefended Luoag Luzon was captured by Japanese troops. This position had its few defenders wiped out by air strikes after retreating from Aparri. We will oppose the Northern Invasion however - just not at this point hard to reach or feed.

Undefended Batan Island was captured by the Japanese.

Re: Naval patrols over neutral territory and waters.
We note the sighting of Japanese patrol planes over Russian ships and river craft.
Japan has a lot more shipping using the Sea of Japan than the USSR does. We are withdrawing most of the ships that might be a problem - and we are not patrolling more than one hex from Russian ports.
ASW patrols and naval patrols not range limited will attack detected targets from time to time. This is not acceptable. If Japan does not stop patrolling where Russian ships must sail - on the river system and Sea of Othosk etc - we will put our bombers to patrol duty.. This will cause far more Japanese ship damage than Russian.
We are willing not to do this - but only for consideration in kind.

RE: RHS Test 13C vs Shark: The return of the KB
Comments: The last few days have been fairly simple exercises in damage limitation at Oahu and reviewing/supplimenting logistic movements and assembly of Allied forces generally. A few tricks have
been attempted where high morele air units or undamaged submarines permit it. I remain amazed
at his commitment of carrier air power and total lack of interest in using the land based air assigned
for Central Pacific Operations - a situation almost dictated by his failure to establish the air bridge to
Hawaii via Johnston Island - which although virtually evacuated - remains Allied (and even is serving
as an air transfer point).
Admiral Halsey is about to refuel again - and become stronger still by the addition of another division
of destroyers - having previously linked up with other surface warships in the area. He will not engage
the Kiddo Butai as it now is - but will wait for opportunities - and for a second carrier force (rather less
blessed with escorts) to trail in from Panama. Two modern fast battleships and several other cruisers
also are in transit. The entire SLOC to Australia is being patroled by USN PBYs - except today we
added long range pre production B-24s to the mix - in part to compensate for lack of recon out of Oahu
just now. All US reinforcements are directed to securing this SLOC - or to building the foundation for
a push West from Alaska.
Exchange rates remain exceptionally good: the critical air air combat ratio is amazing - about 2 Japanese aircraft
are shot down for every 3 Allied planes - and the land loss rate - which should be catastrophic for the Allies at this
point - is not. I am not concerned for the security of Oahu itself at this point - although it is indeed under severe
pressure - and no ships there are safe. But the KB cannot sustain its attrition rate of aircraft, it must refuel,
and at some point it will need to repair system damage. Unless it elects to do those things at Lahaina - where it might be bombed - and which will be slow to repair being small and lacking tenders - this involves leaving the area -
which is when we return.
Malaya and Luzon are going well - and may involve surprises tomorrow on the ground - while Burma is not yet under pressure - nor is NEI except for harassment by submarines. I-7 - near the tip of India - has been a problem - but it has used most of its weapons and now is damaged. Two other subs haunt the US West Coast - but both are damaged - and it is only a matter of time until ASW TFs and land based air units - or merely lack of torpedoes - causes them to leave. Most cargos got out before they were effective - and we will just wait them out for other cargos.

Re: Air raids on Amur Province
It is reported that two small groups of aircraft raided an interior town North of Vladivostok yesterday.
The area was defended by fighters on 10% alert. It is reported two bombers were destroyed.
The local commander will set fighter defense to 50% to make the cost of such raids higher.
If the commanders of the offending units are relieved and charged with misconduct, no further actions will be taken. In due course fighter settings will stand down - 10% per day - back to peacetime levels.
Comrad Stalin says he holds the government of Japan responsible for the actions by its forces, authorized or not. If this is not an isolated incident - stronger measures will be taken.

It is reported that two small groups of aircraft raided an interior town North of Vladivostok yesterday.
The area was defended by fighters on 10% alert. It is reported two bombers were destroyed.
The local commander will set fighter defense to 50% to make the cost of such raids higher.
If the commanders of the offending units are relieved and charged with misconduct, no further actions will be taken. In due course fighter settings will stand down - 10% per day - back to peacetime levels.
Comrad Stalin says he holds the government of Japan responsible for the actions by its forces, authorized or not. If this is not an isolated incident - stronger measures will be taken.

equal of a backchannel between officers of the two nations - and it is the fact such notice was given which

Comment 1 re China: All these attack in China fit into the Allied concept of operations which is to tie up units and consume supplies. Except at Hong Kong - where good die rolls have him way ahead of history and usual practice (it falls today - 9 days ahead of history) - he isn't achieving much for the expendature - and things are getting worse. Today for the frist time supplies permitted ground attacks by Chinese units - one of these reduced fortifications - and we began recon with a review to starting bombing raids tomorrow or the next day. In particular - flying air strikes from interior bases is a bad idea - as the supplies they consume hurt land units which will soon be starving for supplies if they are not yet already. There is a quarter of a million men in a pocket near Wuhan - and it needs to be fed to be effective - not have its stocks depleted. Chinese troops are far more easily regenerated than others - they reappear in 30 days if wiped out - and they regenerate off supplies when not wiped out - so expending lots of supplies to attrit them a little is not ideal. It is better to focus on a few points than to attack generally - and win decisively if possible using supplies not from the interior pockets.
Comment 2 re battleships: While it cannot be good we lost the BB - damage inflicted on this phase was fatal - there are several dimensions of this which may not be apparent. First - we wanted to hurt something - and we did: three ships were sunk outright (2 DD and an AP) - and another AP is not likely to make it home. Second - we want to reduce the supply consumption at Oahu. Aside from not feeding/repairing the BB, we were able to get another package of damaged ships with no function at present away - while the air strikes were substantially diverted to the big boys. Oahu is a tough nut to crack - and will sink 100% of ships entering the hex - IF it has supplies. Being cut off - maximizing supplies there = minimizing supply consumption = shedding things that eat supplies = extending the time Oahu is dangerous to an invader. Third - this enemy is critically dependent on valuable carrier air assets. We estimated (wrongly) they would be too demoralized to be effective - but that probably no longer is the case. Also - their number is dwindling - and he has yet to set up an air bridge for long range and medium range land based air to back him up. The sooner he must withdraw carriers to rebuild - the sooner we can run in reinforcements and supplies. In a critical sense the Central Pacific operation requires establishing good forward land air bases within a fairly narrow window of time - and cutting up the carrier based air during that window is worth more than it may seem.

The day turn began with an anti-airfield strike on Kota Bahru - again. This makes no sense - since we don't use Kota as an airfield - and it would be better for him to capture it undamaged. He is letting us use Georgetown and even Kuala Lumpur unmolested too. 44 Ki-48s caused 34 airfield related hits.
10 Ju-88s caused 18 runway hits at Kuantan - also in Malaya - and also an airfield we don't use (but which he could benefit from capturing undamaged).
19 Bettys caused 8 runway hits at Johnston Island. This is a mysterious base - he never captured it - we evacuated it - but early use for air transfer caused him to think it is an air base - and he is pounding it. Johnston is not safe to use until we get a situation without KB in the area - and until we move units and supplies there.
