That depends completely on the editor, right? I can set a unit on say Melbourne and set it to arrive on Dec 27, 1941.. should be okay, I think.
Ask me not what happens if the the place where I set it to arrive has been occupied..

New units will generally arrive at your nation's HQ (SF, Karachi, Osaka, etc).
There are some units that appear in different places though? The location of arrival is listed in the info screen under LCU reinforcements.

Think or replacements/supply this way:
A base belongs to SOPAC.
Present are a SOPAC HQ and a NORPAC HQ.
BG 'A' belongs to NORPAC. BG 'B' belongs to SOPAC.
BG 'B' will be supplied and supported by the base and HQ including replacements and upgrades.
BG 'A' will be supported because support is support. Supplies will be dealt to them from the base but they take second place to SOPAC units. They will not be dealt replacement and upgrades here because it is not a SOPAC unit. Replacements and upgrades are dealt out down through a certain command...being as the NORPAC HQ and BG aren't at a NORPAC base, they are assed out.
Supply and support are generic...replacements and upgrades aren't.
Change the NORPAC units to SOPAC units and they will get everything.

I thought whatever you set in the editor is honored.. almost all of them are set for Karachi, San Francisco, Sydney, etc..., but I thought you could just change that. Never done that, though.
By the way, Australian air units arrive all over the place - Sydney, Brisbane, etc...

What would have helped this confusion is if there were an Independent HQ that you could assign air groups to. The manual would then have stated that you need to switch from whatever restricted HQ to Independent in order to free up the units.

Yes but once they are Independent there is never any need to re-assign them again.
As Mr Frag has stated countless times already, it is the HQ of the base that is relevant for air group replacements, not the HQ of the air unit.

I'm still alittle confused but have an example and you guys can tell me if I have it right
On Batavia I have the ABDA headquarters, several ABDA units (land, sea, air), a B-17 group under SouthWest Pacific HQ, and a Malay land unit from Singapore under its HQ(can't remember what it is, I'm at work
They will all get supply and support but only the ABDA units will get replacements, is that right?

Nope, as long as there is enough to go around, they will all get replacements. Just remember the no upgrade rule for the dutch.
Base = upgrades, not unit [:D]

If your supply is so tight that only some units will get the goods, bases that *have* the supplies will get the goods, not ABDA first.
