And I looked closely the last time and saw no supply being consumed for mine loading (on a minelaying sub, in my case).
Try it with a minelayer. A minelaying sub trades in its torpedoes, (don't laugh now) it may get supply "credit" for that.
How can you see how many mines were in a friendly mine field? I didn't know this could be done.
Only if it is at a friendly base. You can see it on the base information screen. Maybe top center?

On a friendly base it is at top center, bottom line. In any other hex, it is unknown.

Two other but related questions:

Any info on the purpose of different types of mines? Are some coastal, others oceanic?

Can minefields be made at places other than bases? I'm thinking laying a field across a "passage" to slow down the enemy. If possible, any idea how long they'll remain in place? I've seen them shrink when placed at bases (assume they become dysfunctional or sink after time).

I believe a mine is a mine is a mine. The different types are just what was used by each nation, different type of ships as well as their damage potential. I do not believe it matters to the game what mines are used where.

Yes. You can lay a minefield in any water hex (or bases with ports). BUT, minefields in open sea (deep water) decay at a fairly fast rate. The rates are in the manual I believe, and someone will probably post them here as well... they have been posted several times.

Someone mentioned that by loading mines onto a sub you can gain supply at a base. I believe this is true.. This has been found and I believed fixed (or gonna be fixed) in a future patch.

mines are placed at any location, but they decay very rapaidly.. so afew mines in the pasages wont last but several hundred will for awhile anyway.. I forgotten the formula, but the worst is deep ocean the beast for attrition on friendly minefields is your bases.
