you are limited in the amount of points you can spend in each category. this is known as 'ramping up'

a rough guide is that if you have not spent any points (it shows for example 0/6) then you can only invest 1 point
if you have 1 point you can spend 2, if you have 2 points you can spend 3. 3 is the maximum unless you are researching something above the 'world standard' then the game will you spend more than 3. it's somewhere in the manual if you want the precise formula

Research is ramped up...is my experience.<4 games against AI>
first research of a category is 1 max
2nd research of a previous researched category is 2 max

what i find interesting and have yet to verify...
if turn one, one spends 1 point in a category "X.
on turn two, one spends 0 points on said category "X"
on turn three, one MAY be able to spend 2 points.

I have spent up to 6 points in one category per turn.

Another angle i have yet to research....
IF delay final research point, does world standard potentially increase due to research by others...such that research to the next level is LOWER that if you had completed the research for the level that one turn early?
As Germans do turn first in the turn sequence....the "cheap" research may go to the last player in the turn?
Clarification of the interaction with the # of units on board AND in production was appreciated.

My perception is that Russia, Germany and Allies have different priorities of research.
Germany...subs/air
Allies...destroyers/air
Russia...artillery/tanks/air.
The world standard...does it change? I do not remember watching this statistic.

As German subs tend to have one turn of attack in the Atlantic before being hunted down and killed, I tend to ignore research investment in German subs and even the building of these one shot wonders. - see my thread on "Transports". Italian subs in the Pacific via Suez are a better investment!

I have found that the hardest think about "Fog of War" is not knowing how much & what the other guy is researching. You dont know until he gets a breakthrough. I am new at PBEM, but tend to be a bit more selective about research when playing a human. As the Axis I got breakthroughs in sub torpedo and evasion, because it was the cheapest & fastest (You start with 1 in each area, so you can spend 2 on turn 1). I have only had enough "money" to research 1 or 2 other areas, what with supplys and troops. Keeping partisans down is also expensive.
