I stand corrected, and you are right Jan, my Lt Fleets have no opportunity for a hit, thus unable to attack.

Seems at least sometime, a blind squirrel could find an acorn, I should get at least some hope of a hit, however small the percentages are.

Maybe the only glaring anomaly here is my paranoia of the Axis side having an advantage...ala SC.

Perhaps in the future, there might be a mechanism where the initiative, determined by some measure of events, would cause a change in the sequence of play.

Anyway, thanks for the clarification.

Well your argument about research being delayed would be similar to arguing that any builds the Axis make should not appear on the map until after the season is up. In other words both sides would place simultaneasly at the end of the round. While this could be an interesting novelty, problems can arise. What would happen if the territory where units are waiting in limbo got captured? You would then lose the chance to have them units placed on the map. No, I think its better the way it is. It doesn't matter to me that the Axis have the initiative, the game is balanced to make up for it.
