I think Zamboanga is Jungle Rough terrain. Maybe the IJA also didn't land enough supply for their attackers.

Terrain + on site supply generation + IJ AI just not caring enough for the backwater base. Sometimes when the initial attacks' rolls are bad, AI just sits there for months waiting for its units to repair the damage. Not so for the important bases, where it comes with the reinforcementsORIGINAL: BBfanboy
