Sad to say that you are not alone in respect of your problem - I too have been unable to play this game for the same reason - all I have been offered was a refund which I took - I would have preferred a fix so I hope that the powers that be will sort this out for all of our sakes - good luck.

The game is working.
I made sure to defrag (just in case ...again)
I uninstalled both main file and patch.I then reinstaled both... et voila.
I have had a quick dance through the tutorial (in disbelief at success of it working)

I now can truely add that in a future update consideration should be given to artillery range being reduced.

I will post if I come across anything else on my travels .....
