In the SC WaW (v1.15) 1939 scenario I’m playing as the axis player, I’ve conducted operation Sea Lion and took over Great Britain (causing GB to move its capital to Canada). My specific questions are these:
a. The axis did not declare war nor become allied with Ireland. However, I’ve noticed that the Cork city hex is at 14% pro-axis while the Cork Port hex (76,37) remains 100% Allied and usable by the Allies. Why is this port usable by the Allies and how can I prevent this?
b. Even more concerning is that the axis have taken the Scapa Flow city hex (87,22) and gained control of the first Scapa Flow Port hex (86,22). However, the axis can’t seem to gain control of the second Scapa Flow Port hex (86,23) and consequently the Allies can still use this port. How can the axis gain control of this port hex (86,23)?

Hi

a. The UK must have occupied Cork to use it as a naval base. If you invade Ireland, or get it to join the Axis then you'll be able to capture and use the port.

b. The Allies will be able to use Scapa Flow unless the UK surrenders, as the port is not connected to the mainland.

Thank you for these answers. However, I'm a little unclear on a) above. If the Allies/UK invaded Ireland, wouldn't Ireland have automatically joined the axis in that situation?

There's a Decision Event for the UK to occupy Irish ports, as they did consider doing so in 1939, and it has negative diplomatic consequences.
