Oil coming in from a trade agreement does not arrive until after re-org. Only saved oil or oil generated in a hex controlled by your Major Power can be used for re-org. Same requirement for oil headed from one Major Power to another - the sending MP can’t receive it via trade agreement that same turn.

That seems like a nice plan if we were in a hurry.
With our new plan I do not think that we are rushed so I think we can take our time with France. So I think we should prepare before we make the final offensive against Paris. And rebase fighters closer. I think the goal should be to reduce French production further while increasing ours. Once that is accomplished it doesn't matter if the capture of Paris is delayed for a few turns. Maybe we can even get them to surrender France if we capture all the ports instead.
I think one attack should be considered this impulse against Pretelat. (Red Circle in the picture) (Disorganizing one HQ might be needed to get supply for this)
Attack against Lyons prepared. (Red arrow)
Maybe one aircraft ground striking Paris and one against the French armour. (Yellow star)
Saving two air moves for rebases.
Maybe attacking the Metz MIL since it cuts the CW units from the Paris area. Odds seems to be around 4:1 before air.
All in all I think we should take our time now just try to cause French losses while minimizing ours while we take territory.

Italian and Japanese orders for the first part of our impulse. If you do not mind, I would like to do the Italian and Japanese land movement.
Land: Italy, Japan
No Port Strikes. No naval air. No naval movement. No strategic bombing.
Ground Strikes:
Japan:
NAV2 (D3A2) in Nanning ground strike Kweiyang and return to Chihkiang after completed mission.
Italy :
Save their only air move to rebase one aircraft.

The Hanover MIL should rail as well as the MOT? Soon new year and new garrison ratings.
Maybe the German Leipzig MIL should move to a city instead, where it can rail? And the Bremen MIL should perhaps move to the resource where it hunts better for partisans?
Would be nice if two German units could be diverted towards Lyons so it could be attacked next impulse (if we get one more this turn).
One option is to ZOC the French resource in hex 56,26. It reduces the French (and thereby the CW) production.

All three submarines leave port. Two range sub sail for Cape St Vincent (3-box). Three range sub sail to cape Verde Basin (2-box). And the 4 range sub sail to Gulf of Guinea (0-box). Italy initiates combat in all three sea areas, and if possible, go for submarine combat (no surprise points used for this). Tries to reduce damage suffered so that only aborts are risked. Main use for surprise points are to increase damage to enemy CPs (although using three surprise points to target a 'X' to enemy TRS can be considered).

Can I take the opportunity to empty Warsaw, and Lyons, so that fresh troops can eventually be railed to the cities?

Italy suggest that their fighter is rebased from Italy to central France. (see map)
Germany has one air rebase. One option is to rebase the German ATR to a hex next to the PARA where it can launch the PARA next impulse. Other options are to rebase the fighter-bombers within range of Paris. Or land bombers closer to the front. Or begin rebasing bombers to the east front.
