An AK completed repairs at San Diego and sailed for Mare Island. 2 more were ready at Seattle and loaded 10,000 tons of supplies for Dutch Harbor. 3 more DDs left Los Angeles for Pearl Harbor.

At Pearl, the 4 available DDs will sail after a sub contact that is directly in the path of the returning Pac Flt units. 3 more at the end of the run in from the West Coast will also sweep the area on the dregs of their fuel. The 2 MSW task forces will also join the hunt.

I am questioning the wisdom of leaving an unescorted pre-Dread at Canton Island...

No 3 Sqn RAAF is unloading their Sopwith Snipes at Rabaul.

The Dutch government will launch a protest over the sinking of the tanker Angelina and the attack on the steamship Belawan (35/66/32). Ther should be enough AKs available at Manila next turn to withdraw my air units. I have not got a clue where they will go though...

All the upgraded China Station DDs have sailed for Kendari.

The Royal Dutch Government has formally protested in the League of Nations the continuing use of unrestricted submarine warfare by the Imperial Japanese Navy. The loss of the Tanker Angelina and subsequent attack on the tramp steamer Belawan, both in international waters under a neutral flag are acts of war. The British Government supports the rights of free passage by neutrals...

The Japanese reply:

"The government of the nation of Japan has once again re-stated it's policy on neutral shipping within the zone of conflict against the United States of Ameica. All neutral shipping has been warned that vessels approaching the Phillipine Islands or the Islands of Japan itself are liable to attack. Both Dutch vessels were sailing within the 200 mile exclusion zone around the Phillipine Islands and were seen to be blacked out and heading towards the war zone. As such it is obvious to all observers that these two vessels were employed on the carriage of materiel for the war effort of the United States military. Whilst the loss of life in these incidents is indeed regretable, events leading up to the attacks (namely the breaking of the blockade) consitiute a decleration of war on the part of the Netherlands government. The benevolent Emperor of Japan has generously decided to overlook this flagrant transgression of the exclusion zones by the Dutch on this occassion.

These facts have been backed up by both the German and Italian governments. Neutal shipping, including that of the United Kingdom and The Netherlands is once again reminded to remain outside of the exclusion zones. Furthermore, the exclusion zones will now be enforced around ALL territories of Japan and ALL overseas possesions of the United States of America. Foreign vessels engeged in humanitarian duties may be allowed passage into the warzone for the purposes of evacuating civilians, such vessels should contact the Japanese embassy in their own nation before attempting to pass through the blockade. Civilian vessels of the USA involved in such duties, or acting as hospital ships, should contact the British or German Embassy in Washington D.C. for the message to be passed to Japanese personnel.

Excerpts from Summary of Facts before the League of Nations committee on the blockade declared by Imperial Japan

...

iii) Both vessels were floodlit and had large national flags painted upon their sides when attacked.
...

v) The Dutch Government can evidence the fact that these ships were in ballast inbound to collect cargo, but their legal position is undermined by the fact that they were unable to provide satisfactory evidence that the cargo to be picked up was non-military in nature.

vi) Against the advice of this committee the Dutch Government has stated that Dutch vessels will be escorted to Manila if necessary.

viii) The British Government, while agreeing that blockade is a legitimate tactic, insist that neutral vessels be allowed to go about their business unharmed. They have stated that continued use of unrestricted submarine warfare against neutrals will result in safe escort zones being established, protected by British Naval vessels. They do not recognise the stated 200 mile exclusion zones and will exercise their rights of free passage.

xiv) The Governments of Germany and Italy have vehemently denied the Japanese assertion that they "back up" the actions of the Empire of Japan in this matter. The German Government went so far as to state that having been on the receiving end of such a blockade for four long years, they consider such an action to be a war crime. As the Empire of Japan shamelessly appropriated the German Pacific Empire following the end of the Great War they feel even more affronted by this false accusation. The German Chancellor has stated that "if the Weimar Republic was in possession of a Navy it would be placed at the disposal of our Dutch cousins!"

xv) The Government of the Union of Soviet Socialist Republics has warned the Empire of Japan that essential humanitarian supplies and trade goods must be allowed to proceed unhindered to and from Soviet Far East ports.

A TK at San Diego is loading 12,000 tons of fuel for Suva. An AK there is now ready and moving to Mare Island. 2 DDs left Los Angeles for Pearl Harbor. In mid-ocean 2 DDs on their way to PH decided to escort a fully laden TK on her way to Midway, as this seems to be where the greatest concentration of Jap subs are. I wonder if this an indication of Martin's next target or if he is just trying to prevent me using it as a jumping off point?

Off PH, the damaged New Mexico, the Scouting Force and The Langley task force are transitiing the hex that saw such fierce anti-submarine battles last night. Fingers crossed they all get through. The Main Pac Flt should transit the area in the next couple of days.

The pre-Dreadnought USS Missouri is moving from Canton Island to Suva for safety while she awaits further orders. She is very likely to be sent to join the Dutch Navy at Tarakan as a show of solidarity.

A supply ship is unloading at Guam.

5 AKs, ecorted by 2 MSWs, are loading VT-20, 28th BS and the bulk of 1st USAAS Base Force at Manila. They will head for Darwin initially, but depending on the next Japanese diplomatic move, may be deployed in the DEI. Of course this is dependant on safely negotiating the submarine cordon... S-35 reloaded torpedoes and sailed for Takao.

How far does this penetrate into dutch territorial waters?

Not far, but far enough. Borneo is the major island effected. There are some British ports within 4 hexes of the PI. but I think Tarakan is right on the edge...

AKs were ready at San Diego, Los Angeles and Seattle. They are cruising to Mare Island to await assignment. The Scratch Force will now proceed to LA to complete repairs as Seattle is more congested. 121st USAAS BF is loading at Mare Island for Pearl Harbor, as Pearl is currently light on air support.

5 more DDs arrived near PH and will join the ASW battle raging to the East (if chasing one sub with no torps left can count as a raging battle!). BB New Mexico disbanded with damage 34/17/0. All Pac Fleet units made it back safely and disbanded for repairs. A ready force has been created from those ships ready for instant action.

USS Missouri is now heading for Tarakan via Rabaul. It is a diplomatic move to bolster the Dutch as we await the Japanese diplomatic response.

S-37 (sys 10) left Manila for Singapore. S-40 left for a patrol at Takao. S-2 is returning from Takao after using all her warload on one AP! S-31 has diverted to Takao to take her place.

My convoy has made it out of Manila.

The last three DDs at LA are ready and will escort 2 tankers to PH. Battle Fleet Naval HQ has moved to 9th Corps Hawaii in preparation for a move to PH. At PH, 10,000 tons of supplies and 12,000 tons of fuel are being unloaded. 6 DDs are sailing to Midway to join combat with the besieging subs. 2 more have joined the ASW battle off Oahu. ML San Francisco (22 sys damage) has cleared her flooding and will head for LA to repair.

Yeah, looks like those CLs are doomed. Sad, because the PH needs everything it can get.

I am amazed they ever made it back to port! They have very limited combat value and are too slow to scout so it's not that big an issue in this scenario, where I have a lot (in comparison with the 1922 scenario) of fast modern cruisers.
