Are you actually low, or are you confused because of the displayed production shortage?
To make sure Caslon is properly prioritized, there is a large, artificial, fake consumption.
So even if it says you have a shortage: As long as the actually stored amount goes up everything is going fine.
No, I am short. When I look at my Caslon mining stations: I find most of them have only 100-900 and there are freighters loading up. If I take a fleet and hover over the "refuel" button, I've seen the common destination is a base in my
neighbor's empire.
I am trying to work around it by using fuel tankers, but this is slow.
Example, here. This is a 97% abundance gas giant at my homeworld with only 1200 Caslon and a 'conga line' of freighters waiting to load up. To me, this means too many cargo ships and too much cargo movement. Short of scrapping mining bases, I don't know how to resolve this.
