Where are my LST's?

Campaign 41, its now May 1944 and I still only have one LST unit on the map, 100 sitting in the pool. And no large AP's at all the entire game.

I've sunk more Japanese AP's (185) than I have on map, sunk, and in the pool combined!

'Get Transport' seems to pull these missing ships onto the map. However, it does seem to make a difference which HQ is used.
In my last game I had about 10 divisions along with a couple of regiments activated in west coast, tried 'get transport' but no transports appeared.
However, activating the 2 divisions in pearl harbour and trying 'get transport' got two groups of transports. I formed these into a TF and kept trying 'get transport' - it took two turns (due to PPs) to get all the transports that had been off-map (LSTs, APA(L)s, even the Rudderow APDs) - then I sent them back to the US where they were needed
I'd suggest experimenting with one of your save games - try 'get transport' with a few HQs and see what happens.
