AI units swarming Missouri!

How is it that the union AI is able to get so many units all over the place in such a hurry early in the April 1861 game (especially in Missouri)?

I only play as the confederate player, but I have started a few union games to get a feel for the union's initial positioning and potential early moves. When I do so, I can't do diddly squat as the union player. Most units are locked and it takes several turns to build up new units. So, how is it that when I play as the confederate, the AI has union troops swarming all over Missouri and Kentucky by the 3rd or 4th turn (while also conducting large-scale offensives into central VA!)?

Don't know the AI routine, but I'd imagine it's buying single regiment militia or small regular forces in the border states and sending them south.

The CSA AI similarly sends raiders up north.

Most likely lots of militia. The AI also tends to have a strong fascination with Missouri, so I believe it also pulls units into the area from the midwest areas to immediately form a decent force there. And if the St. Louis Massacre event fires, then they have one of their better generals (Lyon) there with units, so there is that.
