How do you get these guys reinforced, i.e. replenish their strength?

Specifically, how do you reinforce/repair gunboats?

I think, but I am not sure, they are treated the same way as your navy ships, i.e. you can repair them in ports and they have a chance to repair themselfes once per turn. It helps to keep them out of combat so that they get time to get repaired.

Sorry about the delay. We've confirmed that gunboats aren't being brought up to strength. We'll try to deal with this in our next patch. Thanks for pointing it out.
