Supply past Forts?

Ok Just took Memphis as the Union but Island #10 is still active. Why does it seem like supply is flowing from Cario to Memphis. I thought enemy Forts would stop this?

Look at the green grid, the fact memphis is green it's because it produces supplies on its own but certainly it doesn't flow through the river, most certainly it comes from Paducah.
