PPs consequences of election and fall of Richmond

I've never seen the November 1864 election (except once) or Richmond fall so I don't know what happens.

Rule 15.4 on the Election suggests that if the Union wins the election then the CSA loses 100 political points immediately, and a further 100 political points per month during the Union Political and Victory Phase. Although I don't see any such phase in the Sequence of Turn rules (8.0) I assume it happens once per month.

Rule 15.4 goes on to say that if Lincoln wins the election and the Union holds Richmond, then the CSA loses an additional 100 political points, for a total 200 political points per turn.

This is what 15.4 on strategy suggests.

The election of 1864 seems to pretty much decide the game.  But then historically that would be true.
