I thought I read bout pp being transfered between nations.. I am playing the 40 scen and having trouble as axis power to transfer pp? Did I miss something?

PP transfer is only possible by sea convoys ... no possibility to tranfer PP between germany ant italy or irak and great britain ...

There is no official way to transfer PP's between landlocked countries.

The WI guys were nice enough to leave what they call a developer's cheat available.

The F11 key opens a drop down menu where a countries PP's and DP's may be changed.

Most of the community use this to simulate land convoys to transfer PP's

They usually limit the transfer to a certain % per turn.

In Uxbridge's ETO you can go overland. He has set up inland ports in every major country and you can send PPs back and forth. There is an in house rule that no more then 10% of your PP can be sent elsewhere.
