Forming Corps HQ Units?

Sorry...Probably a simple answer but I just leapt into this genre on gaming. As new Axis divisions appear on the map, can I create new Corps HQ units for them or must I assign them to existing HQs? Also noticed a couple of small armies (forget the number/designation) with just one or two corps. How do I add a corp HQ to these armies or flesh them out?

Thanks for any help...Haven't found this in the manual so any advice would be greatly appreciated!

yes, divisions must be attached to existing Corps HQs.

If you go to the "War Room" section, you will see an "Operational Boot camp" tutorial thread. I think this is covered thereY

Welcome to the forums Jdog.

The Axis can't form new HQ's, some will arrive and some will be withdrawn as the game progresses, but you can't create new HQ units as you can't create units as the Axis. What you can do is assign units to HQ's and assign corps or army HQ's to different higher HQ's, so it's entirely possible to flesh out armies like you say by moving divisions and HQ's around. Each HQ "level" (corps, army, army group, high command) has a command capacity limit which, if exceeded, will cause penalties to leader and C&C rolls, so careful distribution of units is encouraged.

As the Soviets, you are not forced to use fairly small armies, but have a reasonable amount of command capacity available (12 divisions for an army early on), so your armies don't necessarily become the equivalent of Axis corps in terms of the number of divisions, but can be the equivalent of Axis armies.
