diplomats bug?

in my current game i went to great expense building high lvl courts in one province to recruit diplomats. on recruiting said diplomat his stats were much lower than they should have been for the no of courts in the province. what then,is the point of building higher lvl courts?

Never heard of that problem.  What were the courts level in the province he was built?  What were his stats?

im going from memory as im in a new game. it was lvl 9 courts which should have given 180 combined stats. he had 60 espionage,20 influence and 40 legal. i believe,tho wont swear to,that ive also had diplomats with stats in excess of the court lvl where they were built.that implies that diplo stats are totally random.

Never having built a diplomat myself, I can't speak from direct experience.
 
First I have heard of this problem though...
