spanish problem

spanish problem

im giving spain a go in the 1792 scenario and have a problem. luxury consumptio is not using spice stockpiles.i currently have nearly 200 spice stockpiled which my pop expects to use but they dont,they only use what comes in that turn.this is resulting in not getting the morale increases i should be. is there any way to fix it?

on a different point. does the feudal levy work for spain? i know its bust for russia and i havnt been offered any troops so far in spain.
