WTH??? Soviets Active in 1941????

I am playing the USN and I just noticed that the Soviets are active??????

Is there any way to turn that off?

I have a good game and it is just starting to 7/42
and now I have a spectre of a restart???

Does anyone know how to set it back to peace?

Odd that it would activate that early.  Were you switching to head to head to peak on the Japanese?  The AI can strip Manchuko to supplement it's expansion.  If it drops below the mandatory levels, it won't activate the Soviets as long as you don't switch to head to head to see what the Japanese are doing.

Playing AI

but because the Japs were doing stupid things, I went in to avert disasters

I did use head to head. I guess I should have used Computer allied player

Do you have any saves you can go back to?  I save at the end of every turn in a new slot.

You can also just not make use of any of the Soviet forces or bases as the Allied player.  Stand down air groups, etc.  You shouldn't need to restart as long as you can settle on a working solution.
